Beijing: Resident-led parking management helps solve parking challenges in older residential communities.
Resident‑led parking management involves establishing a parking self‑governance organization within residential communities. Guided by the principles of fairness, impartiality, and transparency, residents jointly draft a parking self‑governance charter and implement a model of resident‑managed or entrusted‑operation, thereby achieving a parking management system characterized by “self‑management, mutual service, and peer oversight.” Resident‑led parking management helps address the longstanding challenge of parking shortages in older residential neighborhoods. According to the Beijing Municipal Regulations on Motor Vehicle Parking, “Under the guidance of residents’ committees or village committees, residential communities may establish parking self‑governance organizations to carry out self‑management and self‑service for parking within the community. Such self‑managed services may charge reasonable fees, which are used to cover parking‑related expenses.”

Why is the Politburo meeting focusing on urban parking lots?
In Beibei District of Chongqing, a landfill has been transformed into an eco-friendly parking lot, effectively alleviating the parking difficulties faced by local residents. The photo shows the eco‑parking lot at the east gate of Zhuangyuan Fudi. Photo by Qin Tingfu (People Visual). On July 30, 2019, the Political Bureau of the CPC Central Committee held a meeting, sending out several significant signals. The meeting emphasized stabilizing investment in manufacturing and implementing projects to address infrastructure shortcomings—such as renovating old urban residential areas, building urban parking facilities, and developing cold‑chain logistics networks in both urban and rural areas—while accelerating the development of new types of infrastructure, including information networks. Notably, “urban parking facilities,” as an important component of “new infrastructure,” were mentioned for the first time. Following the tone set at the Politburo meeting, smart parking has emerged as a central focus.

China’s first “5G + New Energy” three-dimensional bus parking garage has been unveiled in Huizhou.
Recently, China’s first 5G‑based three‑dimensional parking garage for new‑energy buses made its official debut in Huizhou, offering a promising solution to urban challenges such as parking shortages and inefficient parking information management. At the China Construction Steel Structure “5G+ Smart Industrial Demonstration Park” launch event held that day, multiple 5G‑enabled applications were showcased, including integrated park operations and park‑wide transportation services. Among them, the most attention‑grabbing was a smart, three‑dimensional parking facility for new‑energy buses, standing 25 meters tall and occupying just 250 square meters—space that accommodates the footprint of three conventional bus bays yet provides six parking spaces. During the parking process, once the driver has parked and aligned the vehicle, they must…

Parking is expensive and hard to find! Benchmarking Shenzhen, what can Qingdao learn from its smart parking solutions?
The difficulties and high costs of parking are emerging as a new urban malaise. Driving is meant to bring convenience, yet finding a place to park has become an arduous task. How can we make parking less challenging? This has become a thorny issue confronting cities like Qingdao. Following Shenzhen’s lead—indeed, striving to catch up—what lessons can Qingdao draw from Shenzhen on this pressing matter? On August 9, the 2019 China (Qingdao) Urban Smart Parking Industry Summit Forum was held at Qingdao International Academy Harbor. During the event, Gu Dasong, Executive Director of the Key Research Base for Transportation Industry Policies and Regulations in Jiangsu Province, delivered a speech titled “Qingdao: Benchmarking Shenzhen’s Urban Parking Governance Model,” presenting a Shenzhen‑style solution to the parking problem. The approach emphasizes rule of law and standardization.

Dongguan plans to adjust the fee structure for certain parking lots.
On August 5, the Dongguan Municipal Development and Reform Bureau released the “Dongguan City Plan for Optimizing and Adjusting Differentiated Pricing for Motor Vehicle Parking Services (Draft for Public Comment)” (hereinafter referred to as the “Plan”). Going forward, on-street parking fees may be categorized into three tiers—Tier 1, Tier 2, and Tier 3—with progressively decreasing rates. During peak hours (8:00 a.m. to 10:00 p.m.), charges will be assessed in 15-minute increments after the first hour, with a daily maximum cap potentially reaching 70 yuan. Under the proposed adjustments, road‑side parking fees will vary by road segment and time period. In accordance with relevant regulations, parking services at facilities characterized by natural monopoly or public interest are subject to government‑guided pricing or government‑set pricing; this Plan specifically addresses…

Parking on major thoroughfares in the future? Solving the parking shortage starts with this first step.
In city centers, many drivers circle around their pre‑booked restaurants again and again, just to find a parking spot. Tech firms and automakers are all targeting this persistent pain point, leveraging cutting‑edge technologies like autonomous driving to mitigate the negative impacts of parking scarcity. Their proposed solution? Let vehicles park themselves by finding a space on their own. So, will autonomous driving truly solve the parking dilemma? The answer may well be yes—but at the cost of urban traffic congestion. In fact, self‑driving cars wouldn’t need to stop at all. Smart parking is an even more pressing need. A research report published in Transport Policy employs game theory…
